Poland reveals drop on “grey” operators market share

The Polish Ministry of Finance sees decline in offshore market share to 18,5% in 2019, which is below the average across the European Union. The current EU average for the so-called grey operators was 26,5% in 2019, according to analysts H2 Gambling Capital. Grey operators are those that are located outside of a country but offer online gambling products to players inside the regulated jurisdiction without regulatory approval.

In Poland when the country’s Gambling Act amended in 2017 the figure fell immediately to 39,4%, from 79,4% in 2016. From there, the drop continued: 29,1% in 2018 and 18,5% in 2019.

During the same period grey market share fell in the EU as well, from 40,5% in 2016 to 33,5% in 2017, to 31% in 2018 and to 26,5% in 2019.  However, it must be noted that the H2 said the EU results do not include the unregulated Luxembourg market, nor the UK, Ireland or Malta, as they all allow operators to offer iGaming without a local licence.
