The current application framework presents distinct administrative challenges for international companies. Regulators designed the documentation requirements primarily from a domestic perspective. While Finnish corporations navigate these specific regulatory demands rather easily, foreign operators face significant technical hurdles during the submission process.
Regulators require local social security identification for key corporate personnel, which most international applicants lack. Legal consultants are currently assisting operators in bridging these administrative gaps.
Retained Monopolies and Market Structure
The upcoming 2027 market liberalisation introduces specific product limitations. Licensed commercial companies will offer digital sports betting products legally, along with online casino games and digital bingo. However, the state-owned operator Veikkaus retains exclusive rights to lottery draws and retail slot machines.
Despite these retained monopolies, Veikkaus supports the market liberalisation, believing regulated competition will reduce illegal offshore gambling.
