Liberalization and legalization of the gambling market in Brazil not only did not move from the dead point, but also worsened. The Constitutionally and Justice Committee (CCJ) again delays voting on the bill of legislation on gambling in the Senate.
In addition, the upcoming presidential elections next year may delay adoption of the bill until 2019. In November, a report compiled at the request of the Gambling Association estimated that the online gambling market in Brazil could bring $2.1 billion of net profit per year.
KPMG said that Brazil needs to introduce a “reasonable and efficient” licensing regime and a taxation system based on gross gambling revenues (and not on turnover as it is the case in several recently regulated jurisdictions) to legitimize the gambling market in the country.
