BetMGM has been fined $100,000 by Pennsylvania’s Gaming Control Board (PGCB) for failing to enforce proper know-your-customer (KYC) procedures, allowing fraudulent account creation and funding across its platforms, including Borgata.
The PGCB found that BetMGM and Borgata failed to prevent individuals from opening and using multiple accounts with stolen identities and fraudulent payment methods. Investigations uncovered cases where individuals operated 1,567 accounts with wagers totaling $229,580, and another instance involving 119 accounts and $895,092 in bets.
“Actions such as these to deny statewide gambling privileges serve as a reminder that adults are prohibited from leaving minors unattended in the parking lot or garage, a hotel, or other venues at a casino since it creates a potentially unsafe and dangerous environment for the children,” the PGCB stated.
Additionally, the PGCB added 16 individuals to Pennsylvania’s Involuntary Exclusion List, including four cases where children were left unattended in vehicles while adults gambled. Incidents included an 11-year-old left for 52 minutes at Hollywood Casino York and a five-year-old left for extended periods at Rivers Casino Philadelphia. The PGCB’s “Don’t Gamble with Kids” campaign continues to combat these issues.
Despite the regulatory penalties, Pennsylvania’s gaming market thrived in 2025, generating nearly $6.8 billion in gross revenue—a 10.7% increase from 2024—and contributing $2.98 billion in tax revenue to the state.
