Although state-owned, the Norsk Tipping is subject to several operation restrictions such as when and how much players can bet.

In January 2019, the Norwegian government placed an age restriction on all gambling activities. All players must be up to 18 years old before they can participate in any gambling activity on the Norsk Tipping site. Norsk Rikstoto is also owned by the government of Norway. It offers gambling services for horse race betting – the biggest sport in the whole of Norway.

The most popular wagered sport in Norway is harness racing. There are over 19 different racecourses located in several parts of the country. Norwegians are to place their bets with Norsk Tipping or Norsk Rikstoto which are the major betting organizations in Norway.

The right to offer online gambling services in Norway is exclusively reserved for the two betting power-house in the country. However, the Acts do not outrightly forbid citizens from participating in unlicensed online gambling activities within the country. What this means is that Norwegians can engage in online gambling activities on websites that have not obtained a license from the Gaming Authority.

The legal regulations for online and landed gambling activities cover the Kingdom of Norway and the Archipelago of Svalbard (Spitsbergen). Although no definite figure has been recorded, the biggest gaming operators have stated that the gambling market in Norway is estimated to have a total net of €1.2 billion in 2016.


Online gambling in Norway is restricted to the two licensed gambling institutions. Other forms of online gambling games offered by local or foreign operators are considered. Although online gambling is a big deal in Norway, the laws and regulations are enough to take the fun out of it.
