Finland represents one of the last opportunities in Europe to capitalize on a newly-regulated gambling market, with the official launch scheduled for July 1, 2027. The license window opened on March 1, 2026. According to H2 Gambling Capital, Finland currently has a large offshore market of around €900 million, with only 22% of iGaming taking place within the regulated system.
“The real challenge is can we attract all that money to come back to the regulated market? If we can, then we’ll have a market that is actually the same size or bigger than the Danish market,” noted Morten Ronde, Founding Partner at Nordic Legal.
Several entities have announced readiness to enter the market, including Hippos ATG, SuomiVedo, and Immense Group. The transition period will follow until July 2028 when suppliers must also be licensed.
Market entrants should be aware that secondary legislation is highly likely, and regulations may take different shapes by next year.
