Land-Based Casino Future in Brazil Debated at BiS SiGMA

The BiS SiGMA South America conference, taking place in São Paulo Brazil from April 6-9, is set to draw over 18,500 delegates, 400 exhibitors, and 250+ speakers, making it the largest gathering of iGaming professionals in Latin America. A major focus of this year’s event will be the future of land-based casinos in Brazil, as the country stands at a critical legal and regulatory crossroads.

Four panels on April 8 will delve into Brazil ’s casino landscape, with discussions spurred by the upcoming Extraordinary Appeal RE 966177, a case challenging the constitutionality of the 1941 Criminal Misdemeanors Law. The ruling, expected on April 23, could overturn Brazil’s long-standing gambling ban, paving the way for legalized casinos. Meanwhile, Bill No. 2,234/2022, which proposes legalizing casinos, is nearing a Senate vote after years of deliberation.

The first panel, titled “Land-based casinos in Brazil: From Proposal to Practice”, will address regulatory frameworks that balance safety and economic sustainability. Another session, “International Overview of Indigenous Partnerships in the Casino Industry”, will explore global models of collaboration between indigenous groups and operators, covering governance, revenue-sharing, and cultural preservation. The final panel, “Physical or Digital? Between Boundaries and Convergences”, will examine the integration of land-based and digital casino elements, including regulatory challenges and customer protection strategies.
